yes and no. if your running rubber tires where the tire size doesnt change, you can use the downstop gauge to meaure droop, because the downstop value will produce the same chassis travel for all rubber tires. If your running foams, you will want to measure the chassis travel above ride height in mm for droop, because the downstop value will be diffrent for diffrent sized tires. you can also use the foam method on rubber tires (i do this, more convienient to measure than taking the tires off and busting out the downstop gauge.)
