The hole in the tire or rim does the same thing(lets the air out of the tire,so it dosen't bounce),but a hole in the rim lets dust and dirt get inside the wheel and ruin foams,a hole in the tire only lets out any water from washing or dust by cetrifugal force,and foams last longer.
