Did the receiver come with the radio as a set or did you pick up the receiver individually?
Are you in the US? 40 mhz is not allowed in the US (technically) and more than likely your transmitter is not on 40 mhz which will make them in compatible.
Either way need a little more info. What transmitter and what frequency is it on?
