Have you tried Tamiya's wide pitch diff pulleys for the TRF415?

They are like 36 tooth pulleys with every other tooth missing. It's the opposite of cutting every other tooth on the belt, except that you are not weakening the belt. I do not know about these pulleys being prone to skipping, but makes me curious.

Your 3racing 18t main pulley and the diff wide pitch pulleys will bring you down to 2.00 ratio if you can actually use them. Maybe the belts would be too loose using those parts and you had already given it a try.
