you can save the foams... but you waste the tires...
cut the tire all the way around down the center, open it up, pull the foam off, and then acetone the tire off the wheel.
foam saved and wheels ready for new tires...
Unfortunately if the tire is wore out, so will be the foam.
Foams are cheap. If the tire is shot unmount them, toss the foams, and mount up some new tires..
