Why do you want to run such a hot motor?
You would need a 108 tooth spur gear to use a 31 tooth pinion gear, and you don't need to file anything. Your roll-out might be okay for your 11x2.
106/32 or a 106/34 is perfect for a stock or 19T brushed motor.
Take that 100t spur gear you have and go hide it somewhere, it's useless unless you go brushless and run a motor with a low KV.
