...which certainly anwers my question a), the only folks who can answer b) are the IIC crew by only capping total # of entries rather than capping by class. Certainly as they're getting "close" they want to make sure they're filling heats, but a little flexibility (max would be one heat TOTAL more than they'd desired for either class) solves that too.
Strictly academic for me (for now) as there's NO WAY I can get away mid-late September
. My annual (for 40-odd years) committment over Thanksgiving has gone away though, so maybe Cleveland...
