Yes, a good .21 will have as much power as your .28, in most cases, a good .21 will have alot more power. With the track size you listed, your .28 is more than enough power and you might even go slower with a .21 because they make their power at a higher rpm where your motor makes it at a lower rpm which is good for small tracks.
