No. Raising the roll center by lowering the camber link or raising the lower pivot blocks will make the car roll less. Lowering the roll center will make the car roll more.

As far as compared to sway bars, I don't mess with sway bars too much. Outdoors, I just run the silver bars front and rear. Every time I try something other than that, it just doesn't feel right.

As for which is a more drastic change, I'd have to say adjusting roll center is a little more sensitive of an adjustment depending on how big of a change you make to it.
