When the belt is fairly new I run the tensioner so it is only just touching the belt. As the belt wears in and loosens you will need to adjust the tensioner down on to the belt to avoid "skipping". This is when the belt skips teeth on the pulley under acceleration or braking. Only apply enough tension to stop the skipping.

In what way is your car unstable???
