ROAR rules state that the finishing order in a main event is to be done visually if 2 cars are racing to the line on the last lap. That way the front bumper crossing the finsh line first designates the winner. As for qualifing, it doesn't really matter, the transponder doesn't really count until about 1-2 feet past the loop.
