When you stand the shocks up (outer holes) you will get more initial grip, but the tires will break away much quicker and with less warning. The suspension will feel stiffer.
Laying the shocks down (inner holes) will yeild the opposite, less overall grip, but more controllable breakaway. The suspension will feel softer.
