Yes, you're correct about the gearing choice for the 21.5. They decided to gear the motor for those getting into the hobby, but more importantly controlling the speed of the car. You can run what ever gearing and motor timing you like as long as the end RPM (tire rotation) is not above a certain value. This keeps the speeds relatively close.
