They only other way to get similar results is by doing it on the car with no pinion on the car and spinning the opposite tire. Its not as consistent this way though You need something that turns slow and at a steady speed.
And I wouldnt really call a tire sander as "specialized equipment". Pretty much every TC driver I know has one.
