RE: 25.5
The Reedy motor comes with a 12.5 rotor, so it is not to ROAR spec from the box. The Schuurspeed should be within specs, but it has not been approved. Maclan (formerly Viper) is supposed to have a motor as well.
USVTA rules will be clarified soon, expect it to be pretty much the same as the "UF1" style rules with ROAR spec 25.5. As it was pointed out the 25.5 thing got big last fall, so nobody knew what would happen going forward. Having been to several races with 25.5, it looks like the right option for good racing at an acceptable speed.
