The way I look at it, there's two ways to increase rebound. You can run bladders and have lots of pressure in the shock so the shock rebounds quickly, but they don't compress as quick.
Or you can can relieve the pressure of the oil when rebounding so they also rebound quicker. This process makes for a smoother action in both directions.
