Kody had explained this better than I ever could. The point was to lube the X ring, and to slightly swell it. This provided a better seal without much change in stichion.
Some will say this is wrong, some do it, some don't.
Ok, if the x ring doesn't provide a good seal than soaking them in oil to cause them to expand makes sense. I would probably try them first without the soak since this would be the lowest amount of stiction, and if they leak try soaking them.
