for 13.5 you want a final drive ratio around 4.5 So you could do a 96 / 55 combo. I was running 64p using 82 / 46

As for set up.. here is my set up sheet for tarmac. Just keep in mind that you do need to drive this car different than a standard tc. Since the weight is all in the front, you drive it like a FWD car and the back end will follow.
