Simple and you missed the point. Large events use ROAR rules because ROAR allows it which IMHO is a huge mistake but do not have the funds to legally battle.
Secondly if a large event is going to use ROAR rules, why not make it a ROAR sanctioned race? I think you know the answer to that question...
