Shock are waaaayyyyyyy too hard for a bumpy surface. Open up all the holes on the pistons and go from there. If that doesn't help, go down on oil as well. I'm not sure of the HB spring rates so can't comment on the springs but go back to kit. Heck ... just setup the car per stock setup and work from there as your baseline.
