European shops include tax in the price. If an American buys a kit from Europe they could ask for the tax to be taken off but they would still be liable for import tax.
I never understood why American shops don't show the true price of goods (inc. tax), it doesn't make sense.
Tax is different in each state and you only have to pay tax if you live in that state. Since I live in North Carolina I do not have to pay tax on an RC car if I order it from a California hobby shop. Tax free for me even though both states are in the United States.
