Because the more you do that the less holding capability they have. It is best to take the nut off the opposite site of the shock tower and leave the shocks on the ballstud.
I have no idea how many times he's taken the shock off. Is the plan to wait until the shock cap wears and starts popping off and then replace the shock caps? Definitely sounds like a good place for the aftermarket to jump in.
