Back in the day we used to drill holes in the rims, but we didn't use foam and our tires were never glued so it wasn't as big of an issue.
air does not move through closed cell foams the way it does in open cell. If you dont have holes in the tire with an open cell foam you can trap air between the foam and the tire and it can feel bouncy. just gives another spot for air to go.
