Depends how smooth the surface is. Most of the tarmac tracks I race at have a few big bumps. If I go much softer than 2.7 springs the chassis will just deck out all the time, unsettling the car and ruining the chassis.
And generally tarmac tracks are bigger and faster, requiring harder springs to reduce the body roll.
