Some of the main VTA dudes here say they run them until they pop. The "intent" is not that clear is it?
That's what I do - and oddly enough, there's usually tread left when the inner sidewall splits from the tread area. I've only run bald VTA tires once, and killing those front tires required several hundred laps on very rough asphalt...
