Jim, I think they sell them separately so you don't have to buy new hinge pins if you already have them, or if they weren't damaged. It saves the extra cost of the hinge pins if you don't need them. Then again, if you've hit something hard enough to bend that shock tower, you're probably going to need new hingepins too.
I agree - if it were my call, perhaps it would be better to include them in the package. I at least hope you get your car up and running soon.
