You are correct about the F103 rims on a F104 front end.
I Always use the F104 rims/tires on my F103 front end, cause of using these tires i'm almost able to use the full height of the tire. My smallest set of F104 tires has about 2mm foam left on the rim. Gives me the best ride height of 3,2 - 3,4mm, and i can say that the car handles very wel and it's very very fast.
Second positive point is, the bearings are much stronger then the 850 ones that are needed in a F103 rim.
