Like in your example the Novak Ballistic 25.5 has approx. 1550 Kv while the Speed Passion 25.5 has approx. 1220 Kv. I also know that the Trinity D3 25.5 motor has approx. 1800 Kv. So you can imagine that if the USVTA motor list were to be open to any make 25.5 turn motor, the most competitive VTA drivers would eventually figure out which motor has the highest Kv output and drive up the demand for that motor. So in most cases, the higher the motor's Kv gets, the more money it costs you to buy one. It's the whole "supply and demand" thing.
Kv isn't the whole picture, especially when you are comparing two motors with the same number of turns. Kv doesn't have anything to do with the amount of actual power the motor has. Power is what does work, not Kv. The most you can take away from solelythe differing Kv is that you will need to gear them differently. To make any other statement about them will require more information.
