1. Set angle of the blades with the ball & cup fully mated .
2. Then press front of chassis to the set-up board 2-3times (create a gap inside).
3. Tighten anti-roll blade screws.
This is how I built it from the first time I got the car.

Yes, actually your proposed technic number 2 is not enough to create gap inside the stabiliser. You have to press front lower suspension arms all the way up. And check for clicking sound after that.
