I built mine with no shims. Seemed to work.

Changes the resistance of the shock, kinda like having more holes in the tower with lesser increments.

No, usually people will shim the top first, I have seen some setups where people shimmed the entire shock away from the arm.
The whole idea seems like it shouldn't make a "noticable" change, but oddly it does, usually its used to mellow out the car.
