After reading some of your earlier posts I think we need some more info. Most of the time in a delayed/ stutter start is either cogging this is where the sensorless motor is having a hard time figure out the position of the rotor. Or the batteries that you are using are too weak to start the motor. I actually went to look on the HW site to see if I could figure out how to turn the start power down on the 150A controller.
Change your punch setting to 1 and the timing to 0*. You say you have already tried to setting the ESC to the correct number of cells. But from the sounds of it your system is too much for the batteries that you are trying to use. What radio are you using. I know that other ESC's don't like the spektrum receivers much.
