A couple of things. First of all some of the stuff is show only.
I almost always paint the rear wings now for a couple of reasons
It is a much cleaner look, and it is actually faster and easier than trying to apply vinyl.
As far as prep goes, I soak the parts in hot soapy water, let them dry thoroughly and then if I remember, I will wipe them down with grease and wax remover before paint. Also I paint everything with the Tamiya PS paints, they seem to stick the best. Keep the coats as light as possible
