That is a pretty big difference...4 laps over 8 minutes...
I do think silver can is a decent idea for beginners in terms of price of entry (lots of older stuff lying around for cheap), but I don't like the idea of new people spending money on equipment that is essentially unusable as soon as they get better at driving and want to race in the 17.5 class.
