I open a case from pay pal you make a deal said it ship when I sent payment you didn't ship the said deal

Guy shuts his phone off then blame me for him taking his time but he took care of it

I sent thus guy $$$ over a week ago it took him 4 day to give me shipping info he give me a two priority mail on the 25 it shows that it hasn't even been received
