Every year at every race somebody is drunk, making a scene, burning bed spreads, beds, leaving the upperdecker in somebody else's room, pulling fire alarms.. etc etc...

The rule drawn up would most likely state a minimum thickness, not a maximum. it would self regulate beyond that point.
The thing about wheel clearance - there are rules on maximum wheel clearance...

These larger races could ask for an IFMAR sanctioning and then anyone could attend. but then why have worlds.. ya know.
You could go about it the other way with superlicensing/registering or atleast...
