4.2 is full. It's trying to bring the 4.0 up to 4.2....depending on how low it was before you started charging, this could take a few cycles.

My recommendation - try using it down to about 50%...

Generally, once the battery reaches NEAR full capacity, it will start to balance charge. 0.29A tells me it is trying to balance the battery. If it is severely out of balance (possibly a dead cell)...
