Default Clutch Bell Question

Ok so i recently had a problem where the wheels were spinning by themselves. Turns out i broke a plastic clutch shoe, so i upgraded to aluminum shoes. The clutch bell spun freely after tightening the screw. After putting everything back together the wheels are still spinning The bearings weren't locked but could it be them?

Replacing the bearing might be a good idea but checking the idle speed and the clutch spring may solve your problem.
