Does the light blink once, when you turn the vehicle on?
Nitro or electric...
Are you plugging the bind plug into the bind port. For electric, is the speed control on before or after you install the plug? You should turn it on after. And is it installed in the throttle or steering port instead of the telemetry ports?
Unplug everything except your power source, either ESC or RX pack, and bind plug and try that.
Are you putting the receiver in bind before the transmitter? Can you bind any other model RX to your transmitter?
Need some more information... By the way you have asked, the easy answer is" cuz you are doing it wrong." And that doesn't help you one bit.

It binds to a 3100 like normal . I was woundering if the was another setting that needed changing for this receiver ? This radio just come back from spectrum service note said it has the latest software on now. It worked before. It blinks once then goes into a fast blink with bind plug in.

Does the frame rate on the transmitter need to be set higher than the 5.5ms that can only be used with a DSM2 receiver? I don't know, but easy enough to try. Make sure the servo plug is in the correct way, I've seen a faster blinking light than normal and no bind when the plug was in backwards. On other model Spek's anyway.
