Default M11 throttle EPA problem

Got a problem I have never encountered with my M11. I can't get the brake EPA low enough. If I set it to 0, it doesn't move at all (obviously) but 1 is too much, the brakes lock up. The difference between 0 and 1 is huge, maybe 4 degrees of travel. From 1 on up, each step is tiny but 0 to 1 is massive. Is there any way to fix this? I will probably have to change my linkage set-up if not.

Sorry. Understood wrong. Never got that kind of problem. If it is servo it doesnt give me sense that it reacts with only 1 % EPA change.

Well, I just changed the spring I was hoping to use as my drag brake spring for a softer one and now I can crank the EPA up to 20 or so. This one should work perfectly now. The way it was working before still seems odd to me but now that I have a more normal EPA setting, everything is fine.
