Default Custom transmitter

I am starting a project that I would like to make a custom radio transmitter for. I was at ConExpo a few weeks back and noticed a couple R/C skid steers (Bobcat had one, and some other company). I noticed that their transmitter was suspended from a strap and it looked like it was all contained in a electrical 'project' type box. Are there any 'kits' or the like to make a transmitter? I am imagining being able to have different kinds of input devices plug into the actual transmitter similar to how a servo or speed control plugs into a receiver.

Arduino might be something worth pursuing, if you're handy with such things. A couple people have figured out how to interface arduino's with existing R/C systems, here is one where someone used the trainer input plug on an airplane radio to built a custom interface to arduino:

Another thought would be to use arduino with the Xbee shield and do a fully custom transmitter / receiver pair, but the range on this wouldn't be all that great (100 ft, 300ft line of sight).

As far as a "Kit", I'm not sure one exists.
