Orion, 2400mah, 20c = good enough?
Im looking for some Lipos, on the budget, for my girlfriend who will be racing novice 17.5, TC. One day, moving up to stock class.
1) Are these batties competative?
2) is 20c enough for a typical 17.5 brushless?
3) Given all other settings being equal, same motor, same car etc... with 30c batteries be faster than 20c batteries with a 17.5? or will the difference only be seen on higher amp draw motors?

20C on 2400 packs gives you 48 amps of power which will probably be enough, but not real punchy. I'd be more concerned about making a full race with only 2000mah available before you're 80% used.
For 'budget' packs I'd look at SMC's 4100 23c for around $65. That'll give you 90 amps or so (more punch) with plenty of cushion in case she starts putting down some serious laps!
Unless you're running hot mods, anything over 90amps is wasted IMO

How about the 3400 mah , 25cs? I like the Orions because they have the built in banana plugs right in the case.... but those SMCs do look like the best bang/buck for a 17.5 BL...
Question, what is the math to determine amps? What is needed for any given motor? (17.5, 10.5, etc)

The Orion 2400 give you about as much power as a 3300mah NiMh, so its more then enough for 5 or 6 mins racing.
They are very affordable, and even using the LiPo cutoff and getting near the 80% use that is suggested to stay above for better life, it should last you as long or longer than a NiMh.
I have a couple and use them in stock off-road racing with no problem. They are however, very light, so keep that in mind when tuning your suspension.
With stock racing, you are not going to see ANY difference with a 20c pack or higher.... You may want a larger mah pack for longer practice time though!
