Default Hypersonic Turbo for A123 batteries

The A123 battery company offers a device called the HyperSonic Turbo. It's about the size of a large speed controller and it increases battery voltage! For example, when using it with their 6.6V A123 battery, you can increase voltage to 7.2V, 8.4V, 9.6V, and 10.8V.
When using it with a 9.9V battery, you can go up to 10.8V, 12.0V, 13.2V, and 14.4V.

I'm sure that doing this must pull more amps from the battery. You can't get extra voltage for free. But what technology is used to get a voltage increase? Is this some kind of micro step-up transformer?

I guess my main concern is ... I hope this kind of technology won't be used in the future for cheating. With batteries producing far more mAh than we need for racing, and electronics getting smaller, it seems like this might be plausible? Kind of a scary thought.
