walk behind leaf blowers or even a walk behind mower works wonders on drying things like pavement.

I watched the guys in Fla the year I went to the Nationals there. They have drying tracks down to a science.
They had huge stacks of towels (bought at goodwill and yards sales). Once the rains stopped they had 7-8 guys laying towels over the puddles.
Once the puddles were absorbed. Out came the leaf blowers.
Track was dry in prob about 30-45 minutes.
Once they were done they laid the towels out to dry or some of the tracks staff took them home and dried them for the next day.
I saw them do this a lot that week. Lol
Rained every day except one.
