Default DOT Paint Removal - help with clouding

Decided to strip an old body I had laying around to practice airbrushing and must have missed the memo on clouding. I didn't know that rinsing with water was what clouded the body. It looks like a residue/film buildup as I can scrape it with my finger nail. What can I use to remove the film? I have tried simple green, denatured alcohol, greased lighting, and speed prep wash. The only thing that semi-worked was rubbing DOT4 back on the body and wiping down with alcohol, the alcohol still slightly clouds it. I have heard to try 3M adhesive remove to remove the cloudy residue, will that work?
