i want to paint a body florescent yellow, with blue around the windows. Do I have to go over the back of the florescent with white, or do i have to cover the entire body and paint the blue first. thanks

I would say yes to both, it would be best to do the blue first and you should always back florescent colors with white.

I would do the window trims first for 2 reasons.
1. The "darker to lighter" rule applies
2. Flourescents tend to dry into a "rubbery film" type of layer of paint, making it harder to peel a thin strip of masking cleanly.
