Whats a good Plotting machine to cut decals for painting bodies

Can anyone tell me where to buy a good vinyl cutter for making masks for Rc painting that Woul be in the $300.00 to $800.00 range. Also what's a good vinyl that's not too tacky and would peel off easier when painting. Thanks.
