Default Best way to create a mask?

What is the best way to get a template design (e.g., flames) onto a car? My thought is that I can design it in photoshop, etc. and then print onto a sticker mask possibly, that I then could trace out and stick on the car? Is that possible, or is it better to just print on paper and then use that as a stencil with an exacto and cut out of a regular piece of mask?

TIA for any help.

I usually just freehand flames, but if I need a symmetric design I print them on paper and then cut it onto masking tape or TrimKote. If you can find some inkjet printable transfer tape or sign vinyl I see no reason why you couldn't print directly on the mask.
