Take acetone or brake fluid and dip a Q-Tip in it.
Then start working the area that is covered.
Make sure you squeeze as much fluid out of the Q-Tip before applying as you don't want drops to leak onto the paint.
If it is an area that is going to be painted, first try to get as much off with the Q-Tip and then take some 500 grit (or higher) sand paper and lightly scrape away the rest.
When you re-paint, you will not be able to see the scuffs unless your using chrome.
As for the windows, your best bet is just the Q-Tip.
