What would be the best color foam tire for blacktop pancar racing?

pink lr
pink rr or xx pink rr if track has high bite
pink lf
purple rf

these will get you in the ball park, its hard to beat thre pinks and a purple on asphalt,, jmo

Is this a parking lot or a dedicated R/C track? Oval? Roadcourse?

a good starting point is 3 rc4less pinks and a rc4less purple right front
