Yes, you have to keep the button head on the same height so you must take away the same amount of headshims.
No, you will not loose bottom power that much (maybe even not noticeable), one shim of 0.1 or 0.2mm can make a difference in feeling in the top range. It is easy to give it a try and to go back.

You will raise the sleeve and with that also the button head while (as mentioned) the piston does not change in height. The offset on the sleeve has to be corrected on the button head by taking away the same amount of shims.
